The national policies to support the development of new energy industry represented by hydrogen energy have been frequently issued, and Inner Mongolia Autonomous Region has also released Several Policies to Promote the Development Of Hydrogen Energy Industry in Inner Mongolia Autonomous Region (For Trial) and the Development Plan of Hydrogen Energy Industry in Inner Mongolia Autonomous Region to encourage and support the development of new energy industry to achieve the national goal of "carbon neutrality".

Market Demand
Global and Chinese downstream demand for green ammonia will remain strong in the context of "carbon neutrality" in the future
- Green ammonia is expected to be a carbon-free fuel in the future to meet the market demand for carbon reduction due to the "carbon-free green" property of green hydrogen as a raw material for combustion
- At the same time, green ammonia as a carrier of green hydrogen has greater advantages in terms of cost, storage and transportation conditions and the use of existing infrastructure, which enables the storage and transportation of renewable energy across time and space.
Resource Potentials
Damao Banner in Baotou City, Inner Mongolia Autonomous Region is rich in wind and light energy resources, which is conducive to new energy generation
- The annual average wind speed at 100m height of the site generally reaches above 8.5m/s, with 3711h annual wind power generation hours, which belongs to Class I wind resource area (IEC definition)
- According to the 255km2 wind field coordinates configured by Damao Banner Development and Reform Commission, Mintal conducted ultra-fine wind field numerical simulations and obtained one-minute wind field output data for the whole year, which laid a solid foundation for modeling analysis

- In November 2020, Baotou Municipal People's Government and Beijing-Tsinghua Industrial R&D Institute signed the Strategic Cooperation Framework Agreement to cooperate in the construction of international hydrogen energy metallurgical chemical industry demonstration zone, and technology research and development and demonstration projects in related fields

Combined New Energy Hydrogen and Carbon-free Fuel Production and Wind and Solar Power Generation Integrated Project Starts
On the morning of April 15, 2023, Mintal(Darhan-Muminggan) Hydrogen Energy Technology Co., Ltd. held a grand project starting ceremony in Barun Industrial Park, Darhan-Muminggan Joint County, Baotou City, Inner Mongolia for the Combined New Energy Hydrogen and Carbon-free Fuel Production and Wind and Solar Power Generation Integrated Project. This is the first time that the Barun Industrial Park in Darhan-Muminggan Joint County has launched a Carbon-free Fuel Production and Wind and Solar Power Generation Integrated Project. This project will effectively improve the utilization rate of new energy and help achieve low-carbon and emission reduction.
At the starting ceremony, the Baotou Municipal Government, Darhan-Muminggan Joint County, the project company, and the construction unit stated that they would actively cooperate with various parties in the project. And they would contact and communicate closely with all parties to advance the project in a timely manner, strengthen the guarantee for the implementation of the project, and ensure the smooth development of the project in Barun Industrial Park.
Bai Linbao, general manager of Mintal(Darhan-Muminggan) Hydrogen Energy Technology Co., Ltd., introduced that the International Hydrogen Metallurgy and Chemical Industry Demonstration Zone Combined New Energy Hydrogen and Carbon-free Fuel Production and Wind and Solar Power Generation Integrated Project will build in Baotou, Inner Mongolia. an International Hydrogen Metallurgical and Chemical Industry Demonstration Zone, carrying out one of the world's largest demonstrations of renewable energy hydrogen production and hydrogen metallurgical and chemical industry.
The project starts with the production of green hydrogen (hydrogen production by water electrolysis) from zero-carbon-emission renewable energy sources with recycled water . It focuses on the local consumption model for all renewable energy. It is planned to invest 40 billion yuan to build a new energy production plant with an annual output of 300,000 tons of hydrogen, 1.2 million tons of green ammonia, 1.1 million tons of hydrogen direct reduced iron and supporting construction of a 5 million kilowatt wind power green metallurgical and chemical industry demonstration zone.
The project uses green hydrogen and nitrogen in the air as raw materials to build China's first fully dynamic carbon-neutral green ammonia synthesis facility; using green hydrogen as the reducing agent, it builds China's first hydrogen direct reduced iron green smelting system, gradually forming a green and low-carbon Metallurgical and chemical industry cluster to create an international hydrogen energy metallurgical and chemical industry demonstration zone.
The first phase of the project is expected to see an investment of 12 billion yuan to build a 150,000 Nm³/h alkaline water electrolysis hydrogen production and a 1,800 tons/day dynamic green ammonia synthesis system, with a 1.5 million kilowatt wind farm and public auxiliary projects as support.Construction is scheduled to start on April 15, 2023 and production is scheduled to start in 2024.
The project relies on China's abundant renewable energy to explore and demonstrate the path of industrial low-carbon transformation in China, which is of great significance to the world in building a green industrial system and coping with climate change.
